Governance & Assurance Manager – Permanent Full Time – Perth CBD  

 

Lead governance, risk and assurance for Clean Energy Link — enabling disciplined delivery of one of Western Australia’s most critical energy transition programs. 

 

In this role, you’ll partner with executive and program leaders to shape robust governance frameworks that support confident decision‑making across a complex, high‑value portfolio. You’ll balance pace and innovation with strong controls, assurance and regulatory discipline, helping ensure Clean Energy Link is delivered with integrity, transparency and accountability. 

 

 

Your Role in Action   

 

  • Oversee implementation and adoption of governance frameworks across the portfolio to support effective decision-making, accountability and consistent governance practices.

  • Ensure adherence to portfolio management standards, and approval and assurance process requirements, while supporting internal and external health checks, reviews and audits as required.  

  • Provide governance oversight of project control disciplines, including cost, schedule, risk and change control, ensuring traceability, transparency and effective escalation and exception reporting.  

  • Monitor changes in the regulatory environment, assess implications for portfolio initiatives, and provide informed advice to senior leadership on governance considerations and emerging risks. 

  • Lead the development, review, and continuous improvement of governance standards, procedures, and guidelines, ensuring compliance with legislation, regulatory obligations, and corporate policies. 

  •  Maintain portfolio risk registers and oversee proactive risk management, ensuring risks are identified early, vulnerabilities are addressed, and appropriate corrective actions are recommended to support successful delivery.  

  • Develop and maintain governance dashboards and tools that provide portfolio-level visibility of performance trends, issues and risk, translating insights into actionable recommendations for decision-makers.  

  • Provide people leadership and capability development, managing performance outcomes through established systems and processes and supporting the ongoing development of employees. 

  • Ensure effective coordination across Finance, Commercial, Delivery and Sponsor functions to maintain data integrity, consistency, and robust portfolio performance analysis.   

 

 

What Makes You a Great Fit  

 

  • Bachelor’s degree in Engineering, Project Management, Business, Finance, or a related discipline, or equivalent related work experience. 

  • Proficiency with reporting systems (e.g., Primavera P6, MS Project, SAP-PS, Power BI, or equivalent).  

  • A seasoned professional with broad an extensive understanding and experience in governance, compliance, and risk management within the energy, infrastructure, or utilities sector with experience in governance or assurance leadership. 

  • Understanding of regulatory and approval (eg. Environmental & Heritage) requirements, corporate governance, and compliance best practices. 

  • Significant experience in developing and implementing governance frameworks to support strategic business objectives. 

  • Excellent stakeholder engagement and advisory skills, with the ability to influence decision-making. 

  • Excellent written and verbal communication skills and influencing skills. Strong ability to present compelling justifications for emerging issues and Western Power’s priorities for consumption by a range of internal and external stakeholders and enable effective interaction between key stakeholders. 

  • Demonstrated professional experience in governance, or PMO environments across capital-intensive programs.  

  • Strong analytical and conceptual skills, ability to problem solve and apply business context to emerging issues. 

  • Demonstrated ability to produce high-quality executive-level reporting and insights to inform decision-making.  

  • Strong leadership skills with the ability to think strategically and the capability to manage several priorities.
