Customer Portfolio Development Manager – Permanent Full-Time – Perth CBD

We’re seeking a Customer Portfolio Development Manager to drive the development and delivery of major customer-led network infrastructure proposals. This strategic role is critical in enabling electrification and decarbonisation across key industries, while aligning customer outcomes with Western Power’s network planning and investment priorities. 

 

As a key leader in our team, you will be responsible for: 

 

  • Leading the development of investment cases for major customer connections—including transmission load and generation, large distribution connections, transmission relocations, and Clean Energy Link projects as part of Western Power’s transmission expansion program. 
  • Overseeing the end-to-end execution of major customer-funded infrastructure projects, ensuring quality, timeliness, and alignment with strategic objectives. 
  • Applying the Access Queue Management Policy to support transparent and efficient processing of connection requests. 
  • Driving integration and coordination of customer projects within the broader transmission and network planning framework. 
  • Contributing to the delivery of the Transmission Infrastructure Plan (TxIP)  
  • Leading a high-performing team of technical and commercial experts, passionate about enabling clean energy and delivering value to our customers and communities. 

 

This role sits at the intersection of customer engagement, infrastructure delivery, and strategic planning—playing a pivotal role in the Clean Energy Link program and WA’s broader decarbonisation goals. 

 

Your Role in Action  

 

  • Develop, manage, and monitor the portfolio of major customer-driven investments from initiation through to execution, collation, and portfolio optimisation, in line with business objectives. This includes developing the customer case to inform the Clean Energy Link Program strategy, and subsequent management of the CEL program projects portfolio. 
  • Scope and justify investment proposals for customer-initiated and Clean Energy Link program investments, to meet shared customer and organisational objectives, including the outcomes of the Transmission Infrastructure Plan (TxIP). 
  • Effectively collaborate across the business to optimise proposed network and customer expenditure and ensure that it is prudent, efficient, and delivers outcomes in line with corporate objectives. 
  • Work collaboratively with Asset Management functions and other key stakeholders to ensure optimal technical solutions, timing, and outcomes for the benefit of the customer and Western Power.  
  • Manage the prioritisation of the customer access groups, prioritisation of major customer funded work as well as the unregulated work that Western Power undertakes through close working relationship within the Major Customer Decarbonisation and supporting external functions, in line with the Access Queuing Policy and the Critical Project Framework.  
  • Track monthly performance to planned spending, scope, benefits, and timelines, and acting on or escalating any projects of concern accordingly. This includes taking a coordination and/or leadership role to ensure the effective management of issues and risks, and that outcomes are in line with commitments to the organisation’s major customers.  
  • Co-ordinate and lead cross functional joint planning teams required to deliver robust, timely and justifiable commercial investment proposals. Ensure the project value identified in the project justification is delivered via strong and effective project leadership.  
  • Ensure investment proposals are consistent with broader organisational strategies, including the TxIP, network investment strategy, and respective asset strategies.  
  • Manage the consolidation, timeliness and accuracy of the business case pipeline including forward forecasting of financial and resource requirements.  
  • Manage the oversight and governance of the IGF processes that apply to the portfolios managed by the Major Customer Decarbonisation function, including pre and post G3 change controls, and the alignment between investment cases and planned/delivered work (benefits realisation).  

  

What Makes You a Great Fit  

 

  • Formal qualifications in Business/Commerce. 
  • Strong leadership, influencing, communication and interpersonal skills. 
  • History of strong relationships with customers and stakeholders. 
  • Previous extensive and demonstrated experience in managing projects (development and delivery through gateways). 
  • A demonstrated understanding of the regulatory framework in which organisations operate and the link between business decisions and their impact on the regulatory outcomes. 
  • An understanding of the regulatory, financial, commercial, and technological drivers of the management of electricity assets. 
  • An understanding of risk management and its application in a Networks business. 
  • Qualifications and/or experience in Electrical Engineering will be advantageous.
