Principal Planning Engineer

We currently have an exciting opportunity for a Principal Planning Engineer at Head Office in Perth CBD, on a Permanent Full-Time basis.

 

About this role

 

As the Principal Planning Engineer, you will be required to provide engineering technical leadership and mentoring to the Transmission Planning Area and develop strategies and analysis in response to large scale complex engineering challenges.

 

This position is accountable for leading and undertaking power system studies relating to steady state, dynamic, transient, power quality and small signal power system performance.  You will also be required to:
 

  • Provide accurate and robust technical advice to support Area Manager decisions, initiatives and business objectives.
  • Provide technical, economic and commercial quality assurance assessment of Planning Engineer reports, including new connection studies, existing plant modifications, incident reports and operational procedures etc
  • Deliver sound justification of complex transmission projects and operational advice and assist with managing stakeholder expectations regarding delivery of their project.
  • Using ongoing research, development and the introduction of innovative technology in improving processes.
  • Development of process, procedures, tools and documentation to support the provision of system normal and planned outage network limit equations to AEMO.
  • Assist Planning Engineers with the determination of complex network limitation equations.
  • Perform risk assessment, including development of contingency plans to deal with the risks associated with systems operating conditions beyond the Planning Criteria, unplanned delays of network reinforcements, unforeseen load connections, etc.
  • Perform specialist studies relating to rotor angle, small signal, frequency and voltage stability, electromagnetic transients and corona.
  • Perform incident investigations and work with generators and customers to define control system settings to maximise power system security. Witness and assess generator compliance tests.
  • Perform specialist techno economic analysis to develop and optimise plans for the whole of the electricity system that co optimises the generation and transmission system cost to achieve the best outcome for Western Australia. Communicate this complex analysis to key decision makers in Western Power and across government.
  • Provide technical support to the Asset and Operations planning teams including Senior, Principal Engineers including the Area Manager and Engineering Team Leaders where required. Provide mentoring capability to planning and graduate engineers.
  • Responsible for accurate budgeting and cost tracking of customer and internal projects so as to meet budgetary estimates and avoid overrun.
  • Build relationships with key stakeholders (includes, but not limited to System Management, Access Solutions, Customer Relations, AEMO, planners, designers, project managers, peers in other Functions and customers).
  • Contributing to the development of open and trusting workplace relations and communication and the development of a trained resource skill mix.
  • Mentoring of Planning Engineers and Senior Planning Engineers to nurture an environment of technical excellence, economic principle and commercial acumen.

 


About you 

 

We are seeking someone with experience and attributes that include:

 

  • Degree Qualification in Engineering (Electrical) discipline
  • Eligible for CPEng / NPER registration
  • At least 9 + years relevant broad and extensive knowledge and expertise with demonstrated strong technical experience covering the following areas:
  • Planning, design, operation and maintenance of electricity transmission networks;
  • Large generation and load connection studies including assessment of dynamic behaviour, control system assessments and tuning of parameters.
  • Generator compliance testing.
  • Economic and financial evaluation techniques.
  • Extensive knowledge of the techniques and systems associated with effective dynamic, transient, power quality and capacity planning assessments. Specific knowledge of power system analysis in respect to dynamic, transient and other performances and including harmonics and electromagnetic transients and corona.
  • Strong knowledge of power system plant and application, with direct experience in planning or power system analysis.
  • Good understanding of energy and capacity market principles and strong knowledge of utility regulatory frameworks.
  • Extensive knowledge and experience in the development, implementation and maintenance of constraint equations.
  • Broad and or deep range of technical knowledge and expertise gained through comprehensive experience in generator compliance testing, small signal stability analysis and control system tuning requirements.
  • High competency in report writing with excellent interpersonal, communication and negotiation skills.
